Regulatory Update – DECAL Rule Changes
Regulatory Update – DECAL Rule Changes
What’s happening:
DECAL Posted a Video Overview of Proposed Rule Changes (Click Here)
DECAL to Present to Board for Final vote: May 15, 2025
New rules take effect: July 1, 2025
Major rule changes include:
- Updated definitions
- First Aid/CPR certification timing
- Operations Policy and Procedure
- Staff Training
Most impactful change:
Every classroom must have one CPR/First Aid certified staff at all times. New hires must now be certified within 45 days (was 90). This is now a core rule—meaning it will carry more weight during compliance checks.
What you’ve told us:
- Staff scheduling disruptions
- Training access gaps
- Cost + turnover challenges
- Potential instability from rule enforcement
What GCCA is doing:
- Delivered feedback directly to DECAL with our Executive Committee
- Preparing official testimony for the Board meeting
- Reviewing interest for virtual compliance strategy sessions in June
- Monitoring CPR training access & advocating for capacity increases
- Ensuring our literacy training aligns with new mandates
