2019-2021 Child Care and Development Fund Plan Preprint

The Office of Child Care (OCC) published the FY 2019-2021 Child Care and Development Fund (CCDF) Plan Preprint with a request for public comment that closed on Monday, January 8, 2018. This rule recognizes the burden imposed upon child care employees by the CCDF reauthorization, especially on employees who have lived outside of Georgia during the five years preceding their date of hire. The proposed emergency rule would allow states to request one year waivers through FY 2021, which would delay employees having to obtain fingerprints from states other than Georgia until October 1, 2021.

Congress has proposed legislation that would require all 50 states and 6 territories to report their state criminal database information up to the federal database. Currently only 20 states report up to the federal database, leaving potential employees to request individual background checks from the remaining 30 states and 6 territories that do not report their information to the federal database. The hope of this waiver is that Congress will enact that law and that all 50 states will report there data to the federal database by 2021, thus eliminating the need for potential employees to request individual background checks from states outside Georgia.
